Rite of a Novena Procession?

Hello,

Are there rubrics or a rite for a novena and/or procession with Mass? The situation is for the principal feast of the titular Saint of a parish. The priest, after the final prayer but before the dismissal leads the congregation in a procession to an outside shrine and conducts novena prayers and then gives the final blessing. I wonder if this is allowable?

From the 2002 General Instruction of the Roman Missal (GIRM) approved for the USA, which can be accessed from romanrite.com/girm.html :
“170. If, however, another liturgical action follows the Mass, the concluding rites, that is, the greeting, the blessing, and the dismissal, are omitted.”

So Mass might be over, even if it has not finished in the normal way.

Would the ceremony with a procession and blessing be regarded as a “liturgical action”? In this context, I think it would be.
