Can you explain what the Rite of Blessing and Sprinkling Holy Water near the start of The Order of The Mass is about please?

I would also be interested in whwere this rite comes from.

We did it this Sunday, the feast of the baptism of the Lord. I believe it takes the place of, or is added to the penitential rite. Think of it as a reminder of our baptism. Think of the blood of the OT sacrifices being sprinkled on the people as a symbol of being cleansed from sin.
 
It may also be helpful to recall that Holy Water is sprinkled on the assembly at the Easter Vigil after the baptisms and confirmations.

According to Paschale Solemnitatis, the Circular Letter Concerning the Preparation and Celebration of the Easter Feasts, this is done to recall the baptism that the faithful have received (as Clare noted).
