Can two Roman Catholics who have no desire to officially change rites be married in a Urainian Catholic rite?

I don’t think normatively. I would assume for a valid pastoral reason, such as you wished to marry and no Roman Catholic or biritual priest was available it could be done non-normatively.

This is different than a Ukrainian priest marrying you in teh Latin rite, (because he is a personal friend or for other reasons), which I think could be arranged.
 
You should ask a priest if there are special circumstances, but in general no.

I recently had two Maronite ladies in RCIA to complete their sacraments of Confirmation and Eucharist. We had permission from the Maronite Bishop to teach them, give them Confirmation, and Eucharist. However, it was made very clear that the marriage of one, to another Maronite, must be in the Maronite Church unless we had permission from the Pope.

Our pastor concelebrated the wedding mass at the Maronite Church.
