Are the other Catholic faiths (I believe 22 in all) besides the Roman Catholic Church, considered part of the one true church?

If you mean both Eastern Rite Catholic (Byzantine Rite) and Latin Rite. Yes. The diocese are also one true Church, the Catholic Church in union with the Pope.
