If you can gain access to The Thought of St. Paul; Rev. William Most; Christendom Press; Front Royal, VA; 1994; there is a rather lengthy explanation of these two verses on pages 202-04. I wouldn’t attempt to summarize it here.
UPDATE: This book is still available from Amazon. I was under the impression this book was out of print. Good resource on letters of St. Paul.
