In the Letter to the Romans, Chapter 9 Verse 18 states:

Consequently, he has mercy upon whom he wills, and he hardens whom he wills.

A footnote stated:
9,18: The basic biblical principle is: those who will not see or hear SHALL not see or hear. On the other hand, the same God who thus makes stubborn or hardens the heart can reconstruct it through the work of the Holy Spirit.

Please explain about the basic biblical principle of SHALL not see or hear.

If you don’t want to hear or see, than you won’t (shall not). God is not going to go against your free will to refuse to believe in him. If, however, you seek God, you will find him and the Holy Spirit will open your spiritual eyes to him.
 
If you stubbornly refuse to listen, after a while you go deaf. Spiritually deaf - you stop hearing what God’s been trying to say to you.

Yes like I could tell a Protestant that I do not worship Mary until I am blue in the face but they won’t change their mind.
