I wouldn’t spend the money on Rosetta Stone, it is too light on grammar and amounts to little more than very expensive flash cards. You are much better off getting a good dictionary, a good book on grammar, and making your own flash cards by listening to media in your target language. It isn’t difficult to find podcasts, news broadcasts, or soaps in the language you want to learn.
If you’re looking for French courses, I can tell you there are a lot of courses that are offered for free. You have the old foreign service institute courses that were developed by the US department of state that can be downloaded for free. I also really like
