Round hats with 4 corners pulled up?

I’ve seen some priests wear their cassocks with these round black hats that seem to have 4 ‘corners’ pulled up to the top of the hat (kind of like Elmer Fudd style ear flaps). They are not FSSP priests (I think I’ve seen the same hats on them…)…does anyone know what these hats are and who can wear them? I’ve seem them worn as the priests are just walking around the church before Mass and also when they process into Mass (NO Mass). They remove them when they genuflect to the tabernacle.

They are called birettas, and any cleric can wear them ( deacons, priests or bishops.

The biretta of a deacon or priest is black, purple for a bishop and red for a Cardinal
 
Not exactly - I can’t tell very well from the picture, but that looks like it has a wide brim that goes all the way around and a ball at the top? . The ones I’ve seen actually look like there are 4 flaps pulled up (I’m sure they’re sewn in place at the top but that’s what it looks like). Perhaps it’s called the same, just a different style?
 
The biretta is in fact formed by four flaps folded over to meet at a point at the top. If you go to the Wikipedia article you will see a picture of a cardinal holding his biretta (which does not have a tuft) Check to see if that is what you are talking about. I’m sorry not to provide the link (my copy and paste just doesn’t seem to be working), but if you google “biretta wikipedia” it comes out on top.

The biretta has fallen into disuse in the US, but I noticed that it is still used here in Germany.
