A friends gifted me a bottle of blessed oil from a Russian orthodox church. Can this be used like blessed oil from a Roman Catholic priest? Would it need to be re-blessed?

I would talk to father about this, as there can be justification for re-blessing them in the name of unity rather than division.

Perhaps justified (though I wouldn’t think so), but certainly not necessary.

How would you use blessed oil from a Roman Catholic priest?

With some blessed oils, who blesses it is tied up with its use. That Chrism (Holy myron) is blessed by a bishop affects how it is used. Oli for the sick is blessed for a priest to use.
 
In the East, there is a type of oil that is blessed that is not the same as the oils used in the West (Oil of Catechumens, Oil of the Infirm, Sacred Chrism).

The oil mentioned here is that type of oil, which is a sacramental.
By the way, it does not and should not be “re-blessed,” that would give the appearance that Orthodox priests can’t bless things - which, of course, is false.
