How do the Bishops recomend administration of the sacraments during pandemics?
Especially: Anointing of Sick, Eucharist, and Confession

It is my understanding that it is favored for the sick to stay at home during sickness to prevent spreading the illness. When there is an outbreak of 1917 was there a dismissal of Mass?

Anointing of sick, should the sick with the pandemic goto the church or call the priests to the houses during pandemics? How do funerals with mass graves get administered?

Confession, will they be made more or less available in a pandemic?

Since there are already several countries experiencing Ebola, how are those Bishops handling the sacramental increase?

Anyone who is ill and suspects they are contagious should stay home. That is common sense and good manners. I think people should receive under the Bread only as well. This can be accomplished by the Priest having only enough of the wine prepared as need by himself and a couple of other ministers.

Other things I have seen people do, that is just rude and they should know better, is leave dirty kleenex in the pews. Really? If you can do so please take it upon yourself to pick these up, using a clean kleenex. Also carry hand sanitizer and wipes with you. It would be a good idea to clean the pew you sit in, and have these on hand for use in the restrooms.

All we can do is practice a much good hygiene as possible. If there is a pandemic situation I would think the Church would cancel Masses to help prevent the spread. As far as I am concerned schools should be closed as well, and all restraraunts. A bit of old fashioned quarantee (spelling??) would not hurt a thing. It might cost less in the long run and would certainly save lives.

Can permanent deacons administer the Sacrament of the Sick? Can a non-baptized person received the Sacrament of the Sick? Can a baptized person who is not a Catholic receive the Sacrament of the Sick?

No, no, and sometimes.
