I ran across an article somewhere on the net that says Saint Symeon felt that the clergy had become corrupt and that if a person were to seek real spiritual advice, they should turn to the monastics who denied the world, and because of their virtue should have the ability to hear confessions and grant forgiveness as a priest does. If true? What are the implications?

No. Even a priest in sin may forgive sins.
