It is for Catholics, because we have a responsibility to do all in our power to prevent the propagation of evil and sin. Of course we cannot prevent anyone from engaging in immoral behavior if they choose to do so, but we have to mitigate it as much as possible. For us to support legislation and legislators in the propogation of ungodly behavior, then we are committing a sin.I see your problem. You are starting from a false premise (that legalizing something is the same as encouraging it), and that is how you get your illogical conclusion,
Making something legal is NOT the same as encouraging it. It is the same as ALLOWING it. Cigarettes, for instance, are legal, but actively discouraged by the government. If the government ENCOURAGED people to enter into same-sex marriages or civil unions, it would be immoral. But it is not immoral to ALLOW others to enter into immoral behavior. They have free will, after all. We should make same-sex civil unions legal, and discourage them.
