So long as the rules regarding liturgical seasons and location are followed**, **are there any liturgical or other guidelines specifying a preference between fresh cut flowers, potted flowering plants, or other fresh cut/dried flora in the sanctuary?
 
Not really. It just says moderation in the GIRM.
  1. Moderation should be observed in the decoration of the altar.
During Advent the floral decoration of the altar should be marked by a moderation suited to the character of this time of year, without expressing in anticipation the full joy of the Nativity of the Lord. During Lent it is forbidden for the altar to be decorated with flowers. Exceptions, however, are Laetare Sunday (Fourth Sunday of Lent), Solemnities, and Feasts. Floral decoration should always show moderation and be arranged around the altar rather than on the altar table.

In the US, the USCCB document Built of Living Stones give guidelines on church decoration in paragraphs 122 to 129. The list flowers and plants and of course, natural not artificial floral.

These are guidelines, they don’t have force of law.
