Yes, anything starting at noon or later fulfills the obligation (I hold to the same opinion that the British Canon Law Association does, for the reasons you can find out from them) Actually, I believe that due to disagreement on this point by authorities, there is no sunday obligation at all under canon law currently. Common opinion in the US is that a mass starting at 4pm or later fulfills this. As others mentioned this is regardless of the rite (eastern, western), readings, etc.
 
You know what… I think I mis-spoke.

I do NOT know which propers this particular Church uses with the Saturday evening Mass

They very well could be using the Saturday propers and the not the Sunday ones.

My point was simply they provide a low Mass Saturday night so people can fulfill their obligation.

Just as an FYI - there is a parish on Long Island, NY that has two Saturday evening masses that count for Sunday.

The first one starts at 3:45 PM.
 
I did not mean it in absolute terms. If my memory serves me well St John Paul II said Saturday evening Mass fulfils the obligation if it starts no earlier than the time for Vespers. Of course, there is no specific time for Vespers. If a priest said you met your obligation I would have no cause to doubt him. The later in the afternoon the better I suppose.
