Saying "I swear (to you)" an oath?

Is saying “I swear (to you)” an oath? Does the phrase necessarily have a connection with God or no?

I asked this question a while ago but thought maybe I could ask it again. 😉

Exactly. It is an oath, the more so when it is followed by phrases like “on a stack of Bibles,” “on my mother’s grave,” “on the lives of my children,” etc.
