What is an “independent chapel”?
Generally these are run independently by a “priest” who might have received his “orders” in a motel room in Tennessee from some fifth-generation Thuc-line “bishop.” Sometimes priests who get kicked out of the SSPX or SSPV for heresy, kookiness, or abuse found their own chapels, for lack of anything better to do. Independent chapels are not part of any larger ecclesial structure; they just float around like an atom in space.
 
Usually a chapel in a retired priests home or in a chapel itself that is not affiliated with the local diocese or any Society.
All chapels must be approved by the local bishop. There is no such thing as an independent chapel in the Catholic Church.

Here is the relevant canon law.
Can. 1226 The term private chapel means a place which, by permission of the local Ordinary, is set aside for divine worship, for the convenience of one or more individuals.

Can. 1227 Bishops can set up for their own use a private chapel which enjoys the same rights as an oratory.

Can. 1228 Without prejudice to the provision of Can. 1227, the permission of the local Ordinary is required for the celebration of Mass and of other sacred functions in any private chapel.

Now religious that are of pontifical right may have houses with a chapel that is not subject to approval of the local bishop (I believe) but they are not open for public celebration of the sacraments. To be open to the public means it needs approval of the bishop.

If the diocese lists an “independent chapel” on its list of Schismatic groups then I find it highly unlikely that it has permission to function.

No, but his question did contain the answer: “There is no such thing as an independent chapel in the Catholic Church.” So-called independent chapels are not in the Catholic Church.

By definition, they operate on property independent of the diocese, although there is nothing to stop them from being admitted into the diocese, contractural barriers with their board of directors notwithstanding. Some may even be set up as rooms within a house or hotel. Priests may or may not be in good standing with their bishops and the bishops that they report to (mostly outside of the diocese) may or may not be in communion with the Vatican. One must do his own DD on this. And they’re not all the TLM, BTW.
 
I think the issue is not fairness it is a warning to people who may go to these Churches out of invincible ignorance (ie tourists or those that may not fully recognize the difference between FSSP and SSPX or others) not to go. The diocese is doing a service out of charity.

It’s just a bit odd that the outsiders make the front page, while we don’t even have a link.

Our priest has very good relations with +Pepe. He’ll even be directing folks to our new school when it opens, and will provide services & resources (we’ll be one of only two schools in the US with both RC & EC credentials . . . )
