Philosophy of science is a discipline which investigates the methods, structures, limitations, assumptions and reliability of science. It touches on how science works and what we can reliably know by using the scientific method. Does this answer the question you asked?

Scientists take data and make predictions. Can a scientist take a small amount of data such as I’ve provided you in my quote about SETI and make a prediction? Can a prediction be based strictly on observation without content? Doesn’t the environment play a major factor in determining the results of our observation? Would a hint from me be helpful to you in making a prediction ?

Sir Alec, I’m strictly attempting to understand the process of how observations are made without the slightest hint of a hidden meaning.
