What argument could I use, based on Scripture alone, with a non Catholic friend that having a vasectomy is wrong?

Genesis 1:28 And God blessed them, and God said unto them, Be fruitful, and multiply
To me it’s pretty clear; it affirms the procreative intent behind intercourse; that is - sex should be open to the chance of child, and thus contraception, sodomy, bestiality etc. Is not as God would intend.

You can’t use that quote from Tobias with a non-Catholic because Tobias is only in the Catholic bible.
There is also a problem using the ‘be fruitful and multiply’ quote from Genesis because it could be argued that nuns, monks and priests are disobeying that ‘command’ also.

Just checked this out and you are correct, Tobias is only in the Catholic bible.
However, the argument that nuns, monks and priests are disobeying is a weak one. The Pauline stipulation itself, show that, already in New Testament times it actually does propose a model for the ministerial priesthood of a marital relationship between Christ the bridegroom and the Church his bride, on the basis of the mystical view of marriage which St Paul frequently mentions in his letters (cf 2 Cor 11:2; Eph 5:22-32).
From this, it should be abundantly clear that, for married ministers, their ordination implied an invitation to live in continence thereafter. This becomes plain when we consider the parallelism between the formula in the Pastoral Letters and the passage in 2 Corinthians 11:2, where Paul describes the Church of Corinth as a woman, as a bride, whom he has presented to Christ as a chaste virgin.
