Scrupulous or Sin

Hello,
I understand that it is mortally wrong to look at someone for pleasure, but is it mortally wrong to look at someone dressed modestly and say you see there bra strap or something. I noticed a beautiful girl and said, “Thank you God for making such a beautiful lady” like I usually do. However I looked at the girl again, and looked for a bra strap for whatever reason maybe curiosity or maybe pleasure or something and wondered from a previous post is it a mortal sin to do that. I don’t no why I looked for any of that stuff because I am not interested in anything like that so I looked away after a few seconds, but felt really guilty. With that said my question is did I lust and commit a mortal sin, or am I being scrupulous, and commit a venal sin? I have been really struggling lately, and have been tormented with custody of the eyes and impure thoughts and am really tired of fighting all these thoughts. I should also mention that I am scrupulous and that if I say something to myself like “it was not that bad”, that I am making excuses and just don’t want to face the punishment. No. No sin. It’s not just “a thought” it’s planning to act on the thought. “Cute chick. She’s sexy.” No sin at all. “Cute chick. She’s sexy. I wonder if I could ask her out, get her drunk, and …” Sin. Esp. if you seriously consider it.
