What is a second marriage? Marry being married?
 
We should focus on the Pope’s explicit statement:

“Asked about any possibility that the Catholic Church would begin to allow Catholics who have been divorced and remarried only civilly to receive the sacraments, Pope Francis said he wanted to make it clear that divorced Catholics can receive the sacraments. The problems begin when they marry a second time without having their first union annulled.

(emphasis added)

It seems that he may lean towards believing many apparent marriages have defects, allowing more widespread declarations of nullity to be issued.

The problem of second “marriages” has been a theological sticking point in discussions with the Orthodox. His statement could be a vague ecumenical nod, that the “second” marriages in the Orthodox tradition are valid due to presumed defects of maturity or consent in the first attempt at marriage. A hint of a way to reconcile apparently incompatible practices.
 
The problem is that the media and others are completely distorting the Pope’s talks on various topics.
From the quote in runningdud’s post you will understand that the Pope is NOT saying a second marriage is or ever will be okay.

What is a second marriage? Marry being married?
The Pontiff is indicating a more pastoral view when it come to annulments and people remarrying. This is the Second Chance.
The annulment process is often quite long and does need to be streamlined. There needs to be some revisions also when it comes the people converting to the faith and must go through the process because of a previous Christian Marriage.
The Church also needs to get across, that a divorce does not automatically cause excommunication. To many people think so and leave the Church as a result.
If this is a reform that he pursues, it would be great.

I don’t think many, if any, people who get a civil dissolution (divorce) of their marriage believe they’re excommunicated. Of course they’re not excommunicated.

A large number of people believe they’re denied Communion after a civil dissolution (divorce). This is incorrect: they can receive Communion.

The people who can’t receive Communion have had a civil dissolution (divorce); not had a Church tribunal and its appeal court grant a decree of nullity of marriage (annulment); and, undergo a civil or non-Catholic religious marriage to another person.
