Does anyone know whether this association is legitimate? I spoke to them and they say that one can enroll to have perpetual Masses said for the person. Here is the link.

Yes. It is the Capuchin Franciscans. The Servant of God, Father Solanus Casey, was big at pushing enrollment in the Seraphic Mass Association.
