What is the difference between a Servant of God and a Venerable? Is it licit to pray to a Servant of God?

A SoG is simply a person under investigation by the Vatican for possible elevation to Ven. , usually after a request by a bishop. They are declared Ven. when the Vatican recommends to the Pope to declare them ‘Heroic in Virtue’.
Is it licit to pray to a Servant of God?
We don’t pray to saints/possible saints. We ask them to pray for us.
It is licit to ask a SoG to pray for you, yes.
 
If a Servant of God’s intercession is credited with a miracle, can he skip the Venerable stage and be beatified immediately?
 
“Venerable” means that the Congregation for Causes of Saints has reviewed all the documentary evidence about the person, like their life and writings, to make sure the person had a life of heroic virtue. This is going to have to be done regardless of purported miracles. You don’t get to skip this step.
