Should fitness for marriage be the defining and threshold criteria for priesthood?

Should fitness for marriage be the defining and threshold criteria for priesthood (whereby assessed/deemed unfitness for fully entering into the sacrament of marriage would necessarily exclude a man from seminary admission/priestly ordination)? I query this as an adjunct consideration related to the forthcoming Magisterium Instruction that prohibits homosexuals (active/latent) into the seminary.

Not always. For example, impotence (of a permanent nature), if I am not mistaken, would be an impediment to marriage, but I don’t think it should exclude a man from the priesthood.
