Should hands instead of feet be washed on Holy Thursday?

Is it proper (acceptable) to wash hands instead of washing feet at the Holy Thursday Mass? Everyone in our church participates: Men, women, and children go up to the altar, dip hands in a large bowl of water, then pass the towel to the next person behind. 🤷
