Should I address a priest by last name?

I am being told that you should address a Priest by his first name and not his last? Does anyone know of anything in writing to this matter? I have one Priest that goes by his first and one by his last. Confused???
 
Dear billy,

Either is correct so long as it is preceeded by “Father”.
