Should I be concerned about a "pulpit exchange"?

Our bishop recently sent out a pastoral letter encouraging every parish to engage in “pulpit exchanges” with nearby churches. I was under the impression that only those with Holy Orders were allowed to preach a homily at a Catholic Mass. Am I mistaken? What should a concerned parishioner do in a situation where the bishop teaches error? Thank you for your time.
 
Dear friend,

Your understanding with regard as to those allowed to give the homily at Mass is correct. I suggest that you ask this question of him. Write him. Your bishop is well educated and knowledgeable. Perhaps he meant nearby Catholic Churches. In any case, you have a right to understand fully what he had in mind.
