If you help at all, help him go to residential treatment in the US as an escape. He clearly has a gambling or other addictive behaviour he cannot afford. Let him file for bankruptcy and earn his way out of his hole. Give him no money at all as it is a bottomless pit and you will just enable him to continue the status quo.
