Which is better:

A child to only have one godparent, but a godparent who truly lives the faith.

A child to have two godparents: one who lives the faith entirely and one who lives the faith in some areas but not in others?

The Church only requires one godparent. Adding a second godparent is purely optional:
One sponsor, male or female, is sufficient; but there may be two, one of each sex (canon 873, Code of Canon Law).
While two devoutly Catholic godparents certainly would be a bonus for a child, there is no need to have two godparents for the sake of having two godparents. If only one of your candidates is a devout Catholic, then that is good reason to only have one godparent for your child.
