Should petitions be signed during Mass?

Today our pastor passed out petitions on the Freedom of Choice Act (FOCA) for the congregation to sign during Mass. I had always been told this was not allowed and petitions had to be kept outside of the building if they were to be signed. I was very unhappy that the pastor passed out something like this during Mass. It is not that I support FOCA; I simply just believe it is innappropriate to do something like this during Mass. Are there rules on this?
 
Mass is a solemn public ritual that should be performed according to the rubrics provided for its celebration. Extraneous activity, however laudable it may be, should not take place during Mass. Your pastor should have recruited volunteers to man tables either outside or in a parish social hall and made an announcement during the period for announcements that petitions were available for signing.
