Water does not break the Communion fast, so there is no objection on that ground. As a matter of protocol, unless there is serious reason to do so, you are correct that people should not be bringing bottled water to Mass. But please try to give those who do the benefit of the doubt. My own mother, who was not Catholic, routinely took bottled water with her when she went to church because she needed it for medical reasons.
