The fact that the Nativity of Mary is not a solemnity may have something to do with the importance of the Triumph of the Cross, which would have fallen within the Octave of such a Solemnity on Sept. 8. Conflicts are not good, especially when it comes to such an ancient feast as the Triumph of the All-Holy and Life-Giving Cross of our Lord.
I myself would prefer that this feast not be a solemnity. The Blessed Virgin’s solemnities are carefully chosen: March 25, Aug. 15, and Dec. 8 all celebrate central dogmas - the Incarnation, the Assumption, and the Immaculate Conception, respectively.
