Should we fast today?

There is no fast prescribed or required before receiving Confirmation. The fast for First Communion is just the standard one hour.
 
What does this mean? Should I not be on the internet, as that is one of my usual activities?

“1. The elect are to be advised that on Holy Saturday they should refrain from their usual activities, spend their time in prayer and reflection, and as far as they can, observe a fast.”

And I’m a Candidate. Does the above quote apply to me too?

To answer two of your questions:

Strictly speaking, the Elect are those seeking baptism, but I would say that the advice is good for anyone about to receive a Sacrament.

From what you quoted, I don’t see that it would be a sin that you’re on the Internet, but I would take it as good advice - pray, take some time for quiet reflection, and make sure you’re prepared for tonight.
