Should We Only Forgive People Who Apologize?

The Bible says, "And if he wrongs you seven times in one day and returns to you seven times saying, ‘I am sorry,’ you should forgive him.” - Luke 17:4

Does this mean that we should only forgive someone who wrongs us when they apologize? Should we forgive people even if they don’t apologize? Thank you and God bless.
