For the Church as a whole, yes we should be trying to bring more people into the flock.
For each individual though… some people are called to go out and evangelise in various ways, some on the streets, others through various groups and organisations, others one on one to their friends, and some are not called to deliberately try to evangelise at all. Because the thing is that some people just don’t have the talent for it, don’t have interpersonal skills, and even though the opportunity might present itself every now and then, some people (like me) have terrible luck and whenever they try to tell others about what they believe, the others seem less inclined towards God and the Church. Having said that, people who are bad at evangelising are often good at other things and can serve God in other ways. Some people are called to the reclusive life (monks and etc) - not much evangelising they can do out in the desert but they still are serving God.
We, the Church, should recruit. But should you recruit? That’s a question you’ve got to ask yourself and ask God and work out based on the talents and the opportunities that God gives you. Similarly, if you decide that you specifically should recruit, you should ask the question ‘how should I recruit?’ Because some people might be terrible with adults but can do a lot of good work by teaching CCD to children in primary school. Others might have so much charisma that they could go around at a rock concert wearing a cape that says ‘I love Jesus’ and convert people (this actually happened once down here). Others can teach RCIA, others are priests and preach to congregations, others can go and give talks at universities and pubs and other secular places, etc. Hope you find what is right for you.
