Should women's feet be washed during Mass?

I recently attended a parish program called CRHP, Christ Renews His Parish, and this was one of the rituals during the final Mass of the weekend. Is this scandalous behavior? I have so much unrest from this weekend, a lot of things were disturbing. Any (name removed by moderator)ut would be appreciated.
 
No one’s feet should have been washed during that Mass. As a public ritual performed during Mass, the washing of the feet is reserved to Holy Thursday. It should not be done during other Masses.
