Does that mean that he is the divine substance itself?
Jesus Christ has the divine nature in the person of the Son of God. Also Jesus Christ has the human nature. Jesus Christ has both a divine and a human will, he conformed himself to the will of the Father.

Hebrews 1 (KJV):
3 Who being the brightness of his glory, and the express image of his person, and upholding all things by the word of his power, when he had by himself purged our sins, sat down on the right hand of the Majesty on high: 4 Being made so much better than the angels, as he hath by inheritance obtained a more excellent name than they.
Hebrews 1 (RSVCE):
3 He reflects the glory of God and bears the very stamp of his nature, upholding the universe by his word of power. When he had made purification for sins, he sat down at the right hand of the Majesty on high, 4 having become as much superior to angels as the name he has obtained is more excellent than theirs.

Jesus is sort of what God would “look like”, more by His words and deeds than by anything else, if God were to come in human flesh. Because that’s exactly what happened.
