Since Thomas was not there when Jesus breathed on the disciples, did he receive the Holy Spirit to forgive sins as the rest did?

As I listen and read about the formation of the priesthood it appears that Thomas did not received the breath of Jesus in the upper room. Does he have the same gifts as those who were there?
