A layperson may not bless anyone period. Although, he may call and pray that God’s blessing is apon you. In this particular situation it would probably be alright if the person were to say… “I pray that God’s blessing rest apon you.”
 
this is a Catholic website, we don’t go in for skewering, we are the stretch 'em on the rack and burning at the stake folks – just kidding, all you humor police out there.

the question is a legitimate one and has been debated here before, and quite respectable people like Bishop Chaput have issues with the “blessing instead of communion” ritual. In our parish the attitude of our priest is always, if it is not in the rubrics we don’t do it.
