Sow the wind

In the Book of Hosea, Chapter 8 Verse 7 states:
When they sow the wind,
they shall reap the whirlwind;

How can “they sow the wind” and thus “reap the whirlwind”?
 
I don’t think it is meant to be taken literally. It is a poetic expression that means the same thing as “You reap what you sow.” Instead of trusting in the LORD, Israel put their trust in false gods and look where it has gotten them, defeated by their enemies and scattered among the nations.
 
“to sow the wind” would be to place your expectations or faith or something into ‘wind’, something unstable, constantly moving, intransient, and indifferent.

“to reap the whirlwind” then carries on from this and shows the disaster that results from placing your faith in such things.
