"Special Patriarchal Powers"?

A sedevacantist congregation (CMRI) claims that Archbishop Thuc, who consecrated their bishops, had “special patriarchal powers” from Pope Pius XII that gave him power to consecrate bishops at any time without the need of papal approval. The truth of that statement seems very unlikely. Can the pope actually grant such a power to bishops?
 
The burden of proof is on them to show that a Bishop has been granted some special permission. And, on top of that, should any special permission been granted by a Pope it can most certainly be revoked by a future Pope.
Latin Church Patriarchs have little power beyond symbolism. They still require Papal approval for episcopal ordinations.

If such a glaring and obvious special faculty was indeed granted, surely it would have been noted somewhere and someone else besides Archbishop Thuc would remember.
