can a person do not have a valid marriage in the catholic cchruch ca receive holy communion

I take the question to be asking if a person who is in an invalid marriage may receive Holy Communion. Not claiming to be an expert, I will relate what I have been told by others. If this is incorrect, I trust someone will provide better information.

I was told:

A person in an invalid marriage is, in the eyes of the Church, not married. Sexual relations in that attempted marriage would be the same as sexual relations of any other non-married couples. If either or both were Catholic, parties wishing to receive would have to either live as siblings, no sexual relations, and would have to go to confession before receiving. They would need to be absolved of grave sin in attempting marriage in violation of Church law and for any intimate relations they had outside a valid marriage. If those conditions were met, they would then be able to receive.

I don’t understand what you wrote. Can you rephrase it? Thank you.
what i mean is that whether a marriage betwen a catholic person and non catholic person is take place then the catholic person can receive communion such incidence are become common in our area and i have seen such personns recive holy coomuion

The people you saw…

They may have had a dispensation or got things rectified…

(but yes such can be a reason why one can not receive…)

Of course such a Catholic may be able to receive communion. To say the contrary would require more information.
