SSPX: Is it in schism?

A person on one thread stated that SSPX is no longer considered by Rome to be in schism.

“This in no longer the beleief in Rome. Lets get up-to-date here. Cardinal Ratzinger himself and others in the vatican have said the SSPX is not outside the church.”

Is this true?
