I’d be curious to know how this happened, as on two different occasions this year, Pope Benedict XVI has said that the clergy of SSPX do NOT licitly minister as clergy of the Catholic Church.

SSPX priests frequently say private Masses at St. Peter’s. Even when suspended from ministry, there is no prohibition against saying a private Mass. I believe that would only come with laicization.
