Pardon my poor English but does this citation seems odd to read. As if he is saying that the mercy and grace of God should be denied. I crossed check with another website and saw that the quote is the same. If the word “not” is added and looked like God ought not to be denied to no man born it would make sense.

Rather, we all judge that the mercy and grace of God ought to be denied to no man born” ( Letters 64:2 [A.D. 253]).
 
That’s what he’s saying, he’s just phrasing it differently than you would. Read the whole sentence together – “the mercy and grace of God ought to be denied to no man born.”
There is no one to whom the grace and mercy of God should be denied.
 
i still cant wrap my head around the English which seems like an oxymoron. But i get it. Thanks man!
 
It’s just the language - in English, the wording you propose (adding “not”) would be called a double-negative and be grammatically incorrect as well as reversing the meaning in the way you do not intend. In many other languages (especially Romance languages), a double-negative is actually proper.
 
Actually it is already a double negative; “deny to no man” means the same as “give to all people.”
