St. Jeanne's case is unique in the Church, since her mission was so specifically tied to the return of sovereignty to France. While vastly venerated in France, making of her a universal saint would have been problematic earlier, in part due to problems with claims of the Gallican church, later with the libertinism and skepticism preceding the French Revolution, and then, in the 19th century, with the anti-clericalism in France and the repeal of the laws against the Church in England.
