The 1989 Ceremonial of Bishops has:
“76. The bishop is greeted with a deep bow by the ministers or others when they approach to assist him, when they leave after assisting him, or when they pass in front of him. [Footnote 70: See 1968 Instruction Pontificalis ritus, no. 25].”
The 1968 Instruction Pontificalis ritus, no. 25 has (from the book Documents on the Liturgy 1963-1979, page 1395):
“D. THINGS TO BE ELIMIINATED
25. The bishop is no longer greeted by a genuflection but by a bow. In carrying out their service the ministers stand rather than kneel before him, unless kneeling is more practical.”
There is no similar instruction to bow to the bishop when he passes in procession.
I think the only time in the Roman Missal when there is a bow to the priest is when receiving a blessing from him, such as for deacon before reading the Gospel. In the General Instruction of the Roman Missal, n. 175 is has: “Then, bowing profoundly before the Priest, he asks for the blessing, saying in a low voice, Your blessing, Father.” The final blessing also has a bow, at least in some cases: “185. If a Prayer over the People or a formula of Solemn Blessing is used, the Deacon says, Bow down for the blessing.”
There are no instructions for the ministers to bow to a Priest, the way they would for a bishop.
