JP II explained Heaven, Hell and Purgatory as states of being in a series of audiences in the summer of 1999. Are we talking about spirits or does it mean state of mind?

Not merely a “state of mind,” but the condition, or status, of one’s total existence.
The Holy Father’s point is that we shouldn’t ask the latitude and longitude of heaven. Heaven is not a fit subject for geography. Rather, to be “in” heaven is to experience the Presence of God, the Beatific Vision.
