Stations of the cross and Rosary questions

Is there any specific time that the stations are to be observed, or can it be anytime?

I also have a couple of rosary questions:

1. Is it acceptable to pray the rosary silently?
2. I was taught to say the rosary with just Our Fathers at the mysteries. Is this okay, or should the Fatima prayer also be said, or can it be done either way?

Normally, people meditate on the stations on Friday; however, you can do it at anytime.
