As far as infallibility is concerned, it depends what the letter actually addresses and what it actually says. Many disciplinary matters are addressed in what are called “apostolic letters” and these matters, certainly, are not categorized as infallible. Some matters touching on faith and morals could be stated in an apostolic letter but they do not necessarily enjoy infallible status simply because the document form is an apostolic letter.
