It will take time to have more changes. But, I figure that today is a day to be positive. Masses have spread. Souls are being saved. It’s a day to be thankful for the good that has occurred but realize that much more is needed, like clarifiying ecumenism, religious liberty, etc. Let’s home that the Society of St. Pius X will be instrumental in this regard.
 
If I understand correctly, if there is a clergyman that is properly trained, he can offer the EF of the Mass at any time? So, for example, if you had a parish priest that was untrained or unwilling to do it, but permitted you to use the church, and you found a priest that was willing to do it, that is all you need, correct?

Yes, that how it should work. Our priest gave our group permission to have the Mass if we could find a priest. So we did. But he is SO overworked that he can only spare us one Monday evening a month. But its a start.

Sort of. You might want to read the actual document. The Mass can be said privately; publicly there are a few issues to be considered.
